Bishop Ron Allen has a history of cooperation with Scientology. His organization is the International Faith Based Coalition, whose Facebook page has a headline photo of the Bishop holding Scientology drug awareness pamphlets. He was an invited speaker at the grand opening of the Sacramento Ideal Org in 2012.
This week the Substance Abuse and Mental Health Services Administration (SAMHSA) held a drug educator’s conference in Sacramento, co-sponsored by the International Faith Based Coalition and Bishop Ron Allen. These photos show Elder Williams from the Coalition distributing materials produced by the Scientology front group Foundation for a Drug Free World at the SAMHSA conference.

Hi Rev. What you say is true. Why do the Truth About Drugs materials say that all drugs are poisons, and a small amount will speed you up, but a larger dose will put you to sleep? Are you familiar with the source of that theory?

I apologize I couldn’t be more help.

Drugs essentially are poisons. The degree to which they are taken determines the effect. A small amount gives a stimulant. A greater amount acts as a sedative. A larger amount acts as a poison and can kill one.
This is true of any drug. Each has a different amount. Caffeine is a drug. So coffee is an example. 100 cups of coffee would probably kill a person. Ten cups would probably put him to sleep. Two or three cups stimulate. This is a very common drug. It is not very harmful as it takes so much of it to have an effect so it is known as a stimulant.
Arsenic is known as a poison. Yet a tiny amount of arsenic is a stimulant, a good sized dose puts one to sleep and a few grains kills one.

I think the only part of that that’s true is that arsenic is a poison.
